Fuel cap lock issue

I know I started this post ages ago but have completely forgot about looking at it again until recently. I have took the locking pin cover off and can feel the pin moving when locking and unlocking the car so the actuator is okay. It feels like the pin has snapped at some point and just can't reach the filler cap. Can this be replaced via inside the boot or is it an underneath the car job?

I've read a couple of different posts now and a couple say that it can be accessed via the boot and others say you have to go from the underneath via the wheel arch? Which way is correct? Replacement part is only around £20

I've not done it, but am pretty sure it's from underneath by removing the arch liner etc.
